Cream butter and sugar. Separately, beat 3 egg yolks, vanilla, lemon and orange extracts. Combine butter and sugar mixture with egg mixture. Separately, whisk flour, baking soda and cream of tartar. Add flour mixture to combined butter and egg mixture. Make into a ball, cover and chill dough for at least an hour. Preheat oven to 350 ℉. Make 1 inch balls and drop onto greased cookie sheet or silicon baking mat. Bake for 10-12 minutes, cool on pan for 2 minutes and then move to cooling rack.
