Combine flour and baking powders in a bowl. Beat butter, sugars, vanilla and eggs until mixed. Mix in Andes chunks, then flour mixture, form into a ball, cover and chill dough for at least an hour. Preheat oven to 350 ℉. Make 1 inch balls and drop onto greased cookie sheet or silicon baking mat. Bake for 10-12 minutes, cool on pan for 2 minutes and then move to cooling rack.
